Yeah, Cookie Country and Lor Starcutter are the best options for a Return's to Dreamland stage.
But, what about an Epic Yarn or Mass Attack stage?, or the return of Dreamland, Fountain of Dreams, Green Greens or Halberd?

I would love to see Fountain of Dreams return from Melee, if for nothing else the fact that the stage looks really awesome. Also, Cookie Country for new Kirby stage.

I'm gonna go out on a limb here. I think the new Kirby stage might end up being Nutty Noon. It's one of the more unique and well-liked locations from Return to Dreamland, and I just think Cookie Country is too redundant with all of the other "sunny, grassy, first level of the game" stages like Windy Hill and the SM3DL stage.

Since its primary motif is that of a castle, it'd also be a good host for the series' stable of themes from similar locations, like Butter Building, Mallow Castle, and Castle Lololo.

There are so much Kirby stages I'd like to see:
The return of the Fountain of Dreams in HD would be absolutely gorgeous
As for Kirby's Epic Yarn I'd love to see a Patch Land stage, which would slowly rotate so we visit all the seven parts of it... It could be a fun gimmick.
For Mass attack I have less ideas. It might be a more simple stage à la Green Greens. Or ,since I can dream, a stage based on the dark manor level (the seventh stage from Volcano Valley, where Shadowbite is fought) where all characters and obstacles would appear solid black..
And for Return to Dreamland, I actually love BridgesWithTurtles' idea, as Nutty Noon is flat out my favorite area from the game. Lor Starcutter would be nice too.

I don't think there is any obvious choice for a new Kirby stage assuming we'd get only ONE new Kirby stage. In term of personal preference I'm not sure either.

As for returning stages, I'm expecting the Halberd to come back. And I want the Halberd to return badly.

And I really, really want a remade Fountain of Dreams stage.

I don't think that would happen because Sakurai would have to know about the game prior to its announcement. Maybe in Smash 5 it will get a stage.

I think is time to decide the final moveset:

Taunts are decided:
Up: Doze off.
Side: Spear and Losing Balance
Down: Fix Bandana

Neutral special and up special are decided: Spear throw and Spear-copter.

Now we need to decide the side special:
-Heavy Spear:Waddle Dee swings his spear at an arc.Can reflect projectiles.
or
-Parasol Spin:He pulls out a parasol and spins it in the direction of the control stick.This does minor damage,but can reflect projectiles.

And down special:
-Prism Shield:Waddle Dee pulls out this:http://kirby.wikia.com/wiki/Prism_Shield ,It protects him from all attacks above.
-Hop:He does his classic short hop doing a little of damage to anyone hit,but this move can be cancelled into any other move when it hits.
or
-Megaton Punch:Bandana Dee very quickly jumps up then down,punching the ground.While he does this,his fist glows,and anyone beside him gets hit ,it's a meteor smash.
