    its up to you, bud. choose to include whatever rules you think are important about character creation, behavior and interactions with other players, define what you are NOT allowed to do (godmod, severely harm other characters without permission, etc.) and activity rules. choose what you think works, leave out what you dont like. pretend you are explaining RPing to a high school student who knows how to write and has played videogames but has never RPed before.

    Yep, all 35 that the game calls "legendary" regardless of tier along with the non-legendary Ubers (might allow Mence).

    I was planning my no legends tourney being OU or OU+, but I'm not sure which non-legends will be too powerful without the legend(s) around.
