I'd say that pivot tilts are for the most part impractical, mostly because of the difficulty. Not to mention that pivot uptilt is the only one that would really lead to anything useful. If you can manage to do this one consistently then I guess it's worth trying to implement into your game, but I wouldn't even bother with the other two.
Pivot stands are fairly easy actually. Just dash in one direction and flick the control stick in the other direction. But tilting after doing this is a very awkward motion.
Pivot jumps on the other hand are rather underrated. I've been using them more in the Jigglypuff matchup and they're surprisingly effective (as it allows you to do a retreating fair or nair right from a dash)
Unfortunately, I couldn't make it out to Genesis 2 this year.
