J.a.p. was (And still is, but to a lesser extent) a racial slur directed at people of Japanese decent. So yeah, it's offensive, that's why it's filtered. The correct abbreviation for Japan (Or Japanese) is just JP. I haven't really played JP Smash too much, but I do like it when I play it...

Just so you know, you can't post links to emulators or roms on the forum. It'd be pretty easy to find one with a search on Google, and pretty easy to configure it for Vista with another.
