Wo Dao being inheritable makes sense. It's basically a stronger, more fragile Killing Edge in the main games. It just happens that Karel is associated with it since he is looking for it to make him an even stronger swordsman. So, like the Makoto being sought after by Satsuki in Demon's Souls. Apparently Karla and Mia have a Wo Dao as well and The Sacred Stones has a Shamshir in place of the Wo Dao. Anyway, it's appropriate that the Wo Dao is usable by other units.- Some special weapons like the Falchion cannot be inherited to another character; however, not every unique weapon has this limitation. People are still compiling a list, but the new focus unit Karel's weapon (Wo Dao+) can be inherited to someone else. Maybe because it becomes with a "+" variant? We'll find out soon enough.
I guess a way to explain it is to use the way swords are ordered in Zelda. You have normal swords which may or may not have special names, upgraded or stronger swords, and legendary swords. Also, NPC swords. Normal swords are just that and anyone could use them. Bronze, iron, steel, and wooden swords along with "regional" or named swords like Killing Edge, the Ordon Sword, and the Royal Rapier. Upgraded and stronger swords can also be used by everyone, but they're associated with Link or someone else like the Biggoron Sword and the Gilded Sword could probably be used by Ganondorf and Zelda, but they just don't have it or don't want to.
Legendary swords are usually going to be associated with a character and usually not going to be usable by anyone, but that character or their lineage. Falchion, the Master Sword, Ragnell and I think the Durandal are examples of these. Still, there are some that can be used by everyone depending on the context like I think anyone can use Armads, but they're going to die a horrific death in war, maybe the Great Fairy Sword, and maybe anyone can use Mystletainn, but Owain's illiterate and for Heroes, they're probably just going to lock it to Eldigan despite weapons like it such as Hauteclare -- I really want to give it Cherche because of her official art -- could be used by anyone in Awakening.
For NPCs, it's just their associated weapon, but you can't use them unless the game allows you like you technically cannot use the Sword of Sages despite it not being tied to the Sages or Ganondorf, Zelda's Rapier, or the Black Knight's Alondite. If the game allows you like through Amiibo -- pretty sure that's the only way you can use the Sword of Sages -- or whatever allows you to get Alondite, then sure.
An offensive skill that isn't going to use her defense or resistance since they're average to below-average. So, Glimmer, Luna, Moonblow, Moonlight, Reprisal, Sol, and Vengeance. You could give her Aegis, Escutcheon, Pavise, or Sacred Cowl, but I don't know how helpful that will be seeing as she doesn't have a Brave weapon or Killing weapon like Cain and Gwendolyn who can activate Escutcheon almost every other attack or resistance to make it more useful. Defensively, it might work since her defense is average, but I don't know if she could go from taking say, 6 damage to 0 like Hinata who has high defense.Anyone have advice on what skills I should give to Sharena?
As for her empty B slot. Desperation, maybe Quick Riposte, and Vantage come to mind. If you want her to murder sword units, then Swordbreaker. Drag Back, Knockback, and Lunge are going to depend if you can use them effectively, especially Lunge which could send her flying into death. Wings of Mercy can make her a lifesaver while Escape Route would be a lifesaver. Poison Strike might not be helpful since her attack is high enough she could probably kill anyone. Any of the Seal skills can help and Renewal can keep her alive.
Give her a better voice
