For what characters do I must have a pac file for, and do I need one for a character that doesn't need a pac if the pcs file came with the pac file? I seen the list before, but I can't find it.

2nd post of the Texture Database in Customized Content. It used to be the first post of Textures Possible Without ISO Hacking! thread, but Bionic Sonic merged them together, which was a wise idea
Also, Bionic Sonic, can I make a thread on how to create BRSTM's using BrawlBox? The thread on how to make BRSTM's requires you start with a BRSTM, and some people have asked me in the Factory, might be very helpful...just a thought, if you say no, that's fine too

Quality Texture Packs

I wasnt really sure where to ask this so feel free to move to a better spot or close if necessary 0.o

I recently compiled a self made texture pack with character and stage textures along with music for the menus and stages. However, I find it more interesting and refreshing to try other people's texture packs as a whole. I love downloading a texture pack I know nothing about and then playing it with friends while discovering new stuff as we go. I have looked through multiple pages and found a couple but I didnt know if there was more. The creativity in these 3 that I have tried have been impressive.
