Mew is easily the hardest in the old gen RBY, you had to win an expo to get one.
I have 2, non-glitched or hacked. Cleveland and Pittsburgh, respectively.

What about feebas? If you have a way to get the legendaries they are easy. Like if you got one of the tickets. Feebas is a PAIN!

Mews still aren't that tough. All of their stats are base 100 I believe. So they can have one stat as good as Charizard or Slaking's max speed..... Those might actually be 90 though.

while inferior to mewtwo in almost every conventional purpose, mew has by far the most insane movepool the game offers 2nd to smeargle. mew is so random it doesn't need to be tough.

I agree. Feebas are RARE. Chance of getting it by fishing in the river is based on the Monte Carlo Method.(Like a dartboard spilt into 4 sections, and you must hope it lands in the right place you want it to be, this is really just a quick explanation to it as an example really it is in algorithyms and probability, along with random numbers that are not really chosen at random) Mew you can get by mixing records with people who have downloaded the ticket from a Nintendo event or download station.

Mew is because he's unobtainable without cheaing at this point I believe, but if you don't count event pokemon, definately Feebas.

The missing no is from pokemon Red and Blue. When you would do the over 99 items glitch, it looks like two skinny barcodes, the barcode on the right is like an inch bigger then one on the left, the level of the missing no. ranges from 0-159. It will the make your item in the 6th line in your bag go over the 99, giving you over 99 of that same item. It's very useful if you want to have a lot of rare candies, nuggets, master balls or whatever. Also you can find a squirtle that's over level 100 when you do the glitch as well.

You can find practically every pokemon at any level with that cheat. (even mew) My friend's stupid sister is one pokemon away from a perfect pokedex. 
Also, I heard Missingno is also in R/S but you need an AR. I dont care enough to check.

Sometimes, the pokemon will show up on a certain place in the map, but you have to narrow your search even more. Take Bagon as an example. He was in that cave, but only in that one, little room with 6 squares of walking space.
