well yeah, if they're playing up the josephine/arsene relationship she'll swing back and forth between akechi and him before eventually siding with joker (maybe going further if she's been romanced) - i can't imagine her sticking with akechi to the end unless they're also redeeming him, though i could see her getting a bonus palace if she hangs on to the villainous route

Honestly, I have two theories going on about Kasumi in Smash and why she was in the code.

1. She was originally intended to be an alternate costume for Joker like female Corrin to male Corrin, but it was scrapped for some reason. The code itself said she was going to be an alt and not a separate character. This theory is for those who are pessimistic about Sakurai making a retroactive addition to Joker's Fighter Pass. Joker might have been revealed later if he wasn't forced to be revealed at the VGA, which would have given more time for Kasumi.
2. She was an alternate costume but was upgraded to an echo fighter like how Lucina and Dark Pit were upgraded to echo fighters back in Smash 4, and now Sakurai needs more time.
