Jokes aside, when you rig a model for animation, in order to determine what parts are able to move you have to give it a “skeleton” so to speak. Useful if, say, you want a complex body to interact with the physics of a game or something.

In some cases, hair would have a bunch of “bones”, if they’re either cartoony or one big clump, if a developer wanted it to move in real time or something in response to movement and didnt wanna do something else haha

So, a rigged ponytail would be able to be blown by wind, or react to movement in dynamic ways.

Pretttttty sure no hair in ultimate can do that since they’re kinda baked into the animations

Edit: though someone who has actually animated / rigged /used maya in the last several years unlike me, would be able to explain better.
