It really isn't because these people

1) Have probably weakened me
2) Know my whereabouts
3) Hold a grudge
4) Have pinpointed me as a big threat, meaning more people might target me as soon as possible to get rid of me.

It's like being Katniss in her second game. You're a threat after some point.
