Kinda, yep. Though I think China finally lifted the rule. Too lazy to check. Plus lots of families had illegal second children that then went undocumented.

If I remember right, India has a denser population but not a larger one. Which is still a bigger problem as far as housing and food/water goes.

The key is, the surpriser don't know I did it. They still get the thrill of surprising them, and I can give them the super excited reaction they want instead of "Oh, that's really cool but I really thought you were gonna do this instead, I wish you had done that". Plus, I'm not disappointed because I didn't get my hopes up for something that isn't real or isn't happening.
