Uh, yeah, there is. The game is rated e10+. They want it as kid-friendly as possible. It's for all ages. This isn't rocket science either. Sakurai has multiple characters toned down to keep it as friendly as possible, and even some stuff pushes boundaries to some degree.It hasn't, so it wont.

There was not really reason for blood to happen before.
Now, there arguably is, again- its part of the legacy of Mortal Kombat.
Besides that, Mortal Kombat is banned in Japan for all its blood and gore. Sakurai isn't going to be able to remotely get it under a possible rating for DLC alone unless it's heavily toned down. The legacy won't matter in this case. It has to sell in all regions. And blood is not going to fit in a more party-like fighter where everything is at best sparks. And skeletons with electricity. There's only so much he'll allow. Even Joker's realistic gun has literal laser-like sparks instead of literal bullets(though that fits the Persona verse better), so luckily it was easy to tone down that bit to begin with and feel fitting.
We already know blood nor gore is required to make the characters work. Mortal Kombat has had crossovers and media where it focuses on still being heavily violent without the gore/blood, and still works well enough to get the point across. The immensely strong hits(not unlike what Ridley can do) is the thing that makes MK feel great. That still is violent enough to fit, without breaking the ratings. Having stuff like blood would already put it in T for Teen, which is too high for the game's e10+ rating. Which is why it won't happen whatsoever.
There's no arguable reason to bump the game's rating up when the violence without the blood/gore is still workable. It's not like Scorpion can't do immensely strong hits or still hit the opponent with the spear(blood isn't necessary. He's still impaling them. It's not hard to just have them act like it's extremely painful like with other attacks to get the point across). We already have similar moves with the Hookshot, it's just not treated like a majorly painful attack to be hit by. Meanwhile Smash attacks, Ridley's Down B, and more still give this effect.
