The Fire Emblem characters are at best high-mid tier (possibly Roy and maybe Robin) and at worst low-mid tier (Lucina).
To call them joke characters, especially Marth, is wrong.
According to TV Tropes, Joke Characters are "Characters, often in the form of Easter Eggs, deliberately unbalanced in the negative sense. They mainly have a humorous value and the fandom often likes them due to their sheer awkwardness or strangeness." So, a joke character has to be deliberately bad and unbalanced. The king of all Joke Characters is Dan from Street Fighter, a character that is made intentionally bad and is incredibly humorous (you basically have no reason to main him, other than to disrespect others). A Smash example is Pichu, a character deliberately made to be weak, can hurt itself, and even the game says you play as Pichu to handicap yourself.
Marth isn't even a Lethal Joke Character, a character that may seem bad but actually has a lot of potential. Jigglypuff in Melee is an example of this; you may think she is bad with her floaty nature, slow ground speed, and punishable specials, but she is top tier because Rest can KO opponents at such early percents and she has setups that allow her to do so.
So, Marth isn't a Joke Character. Marth is just presumably low-tiered; his nerfs between games are just so bad, but he is getting gradual fixes that might make him a threat. He wasn't deliberately made to be a terrible character, but he may have been nerfed due to his dominance in previous Smash games (same could be said for Falco and Meta Knight). He certainly isn't an awkward to play character either.
The other Fire Emblem characters don't qualify as joke characters. There aren't even any joke characters in Smash 4 in general; you can claim that WFT could be one, but she is a character that was balanced for this game (but I can argue that she was intended for laughs and whatnot).

I'm very nearly caught up with Gravity Falls. Still have a bit to go, but I just finished the first ten episodes of season two.
Well, you were right on the money when you said this season is good. My stomach physically hurt from laughter. I'm really pleased that the writers finally cleared up the teenage drama story threads (Dipper's obsession with Wendy, Mabel's confrontation with Pacifica) and that there's a consistent narrative worked into the episodes. It's definitely captivated me, it's the kind of show that I just want to know what happens next in, which I love.
I think the first couple of episodes are weak. I'm content with that, since the writers have to find their feet and establish a foundation for the central narrative. It helps that, even at its weakest, Gravity Falls' writing and animation stands head and shoulders above most of its contemporaries. The fact that its poorest episodes are still fundamentally decent is a testament to the show's strength.
By the third episode, everything fits back into place. I have to be frank and say that these episodes are among some of the finest I've ever seen in western animation: the incredibly clever jokes and pop culture references, intertwined with the increasingly profound narrative, create a truly wonderful visual experience. The fact that it can deal with some very somber subject matter (death, demonic possession, the end of the world, mass murder) and still make me laugh is just beautiful.
Probably my favourite detail about season two is that everything pays off: Old Man McGucket, whom I'd previously been just a tiny bit irritated by due to his constant presence in the most obtuse of places, develops into a fine character in his own right, and most importantly, the fact that he appears everywhere in the story finally makes sense. You can tell the writers knew just what to do with the character, subtly teasing him into the narrative before it finally pays off in the dramatic reveal that his role in the story is much deeper than any of us anticipated. Bill Cipher's return is fantastic, I'm really excited as to how the cryptic (in addition to apocalyptic) hints about his true nature come to bountiful fruition.
In all, I'm just super impressed. Gravity Falls just gets better and better with every new episode, and I am just so happy to be along for the ride!

Robin is pretty good on Project S.T.E.A.M.I never played Codename STEAM (and I don't really plan to) and I didn't know that the FE characters in that game were trash (which is odd, shouldn't they be good if they are locked off by amiibo?).
