Now I want Mega Man in the game as much as you guys do, but I want you to pay attention to the word "could" happen in SSBB. As expected, the Megaman Fans on that forum where you guys originally found the link, immediately jumped to the conclusion and stated;

oh in that case I would like a livemetal of my current robot master seraphim man!
in real life I do spar with my neighbor and I practice with the zanbakto or two handed sword. I love the weapons system on my robot master and his wings...
so I would think it would work well with my combat tastes!

I would choose model HX. its the ONLY model I ever use in the game XD.
so basically, when that guy said sonic being in brawl is "not on the cards" he actually meant, "yes, sonic is in brawl, but I'm hiding it from you." I'd kill for Megaman in the game. He is my #1 since I know we aren't going to get Leon Kennedy. I would prefer him to have B moves from some of the most famous villains in all of the games.
And his up B could be the dog (forgot the name at this moment) to save him. That would be awesome.

Model Z (no X attachment)
Model X (if it wasn't kidified, i mean can i please get command mission looks and functionality?)

.also I got a poll going ob at P2W and it so far shows X and classic being way in the lead. not a vote yet for .EXE or star force.(only one for legends) but it is a new poll so it cant say much.

Are you kidding? EXE has an huge fanbase. As for P2W, most of the people there dislike EXE becase they want super serious crap with one-off characters & 2-dimensional recurring characters. I kinda hope Rockman gets a shield in Brawl that's like Kirby's stone form in that it is random. This way could have Plant Man's, Wood Man's, Skull Man's, Turbo Man's, Junk Man's, & Star Man's weapons.

By now they've got to have the entire character list decided on. So I don't see why someone with inside information wouldn't know for sure if a Capcom character was in Brawl or not.

Yes they aren't that amazing, but Megaman is far too epic to be overlooked by anyone. So epic he would be considered a 3rd party safe pick?

Without a doubt. The only other person that's really realistically in the running third party wise is Bomberman but he's in a distant second simply because of all the advantages that he has on him.
