So . . . . yesterday someone and I found a glitch with Luigi's kicking taunt, if Wolf is standing, you can not activate the "attack", even if it looks like it hits him.

AHHHH I understand, I just tried it out (worst explaination ever but I get it).
If you try Luigi's down taunt on Wolf while Wolf's standing, Luigi's foot hits Wolf but it don't affect him ([AKA damage him or give him knockback] most of the time anyway).
