A bunch of kill moves (Marth dair, Link up-B, Ganon fair) are nerfed in PAL.

Sheik's d-throw is nerfed and doesn't directly combo much.

Fox is lighter and his up-B is shorter.

Marth is lighter.

Falcon can gentleman more easily.

Stock icons are translucent and smaller.

Kirby is heavier and slightly faster.

Yoshi is heavier.

A bunch of kill moves (Marth dair, Link up-B, Ganon fair) are nerfed in PAL.

Sheik's d-throw is nerfed and doesn't directly combo much.

Fox is lighter and his up-B is shorter.

Marth is lighter.

Falcon can gentleman more easily.

Stock icons are translucent and smaller.

Kirby is heavier and slightly faster.

Yoshi is heavier.

Fox's Usmash is also weaker, Falco's Dair loses its spiking properties during the 2nd half of the animation and sends opponents straight up and Marth's dair is a meteor.

There are many more but those are probably the most important, PAL is a bit more balanced in terms of top tier dominance.

Uair is much much weaker, it's a combo move with as much killing potential as an ftilt.
Sweet spot upsmash is also weaker in PAL..

Fox is lighter and his up-B is shorter.

Upsmash is much weaker, dsmash is weaker, Fsmash is weaker.

Marth is lighter.

Most important part of that being that he FALLS OVER FROM FOX' SHINES. =D
And dair's a meteor and sends you straight down instead of at an angle.

Falcon can gentleman more easily.
