If my crappy calculations are correct, the 60 EVs in Special Defense allow me to tank a neutral STAB Blizzard to survive with about 7% life, just enough to survive one round of Hail, and I easily incinerate you with a Blaze boosted STAB Fire Blast. I was originally gonna just give it 4 Sp. Def EVs, and be able to survive with 0.3% HP, but I forgot about Hail...

They are. Her Defense is actually worse than that of Kazam. And Banette actually has a pretty solid Attack stat to back up the STAB Shadow Sneak. I don't need any Attack investment at all to OHKO. Which is good, considering Banette's physical movepool is just about as shallow as Ditto's. And I'm DEFINITELY not living through two of Jynx's Blizzards. Not with Banette, at least.
