Personally, I know I'm not on the Austin PR group, but I've had experience handling our Ike PR group. We don't just factor in placing in tournies as that's just silly. We go pro and account for some other factors like "hot streaks" "who you beat" and of course things like inactivity. It's just dumb to go solely on placings.

One thing you can do to improve is to stop combo-ing me from 0 to 50. That would increase you're performance greatly since you'd have to work harder for your kills.

PR's actually take some time when multiple people are creating it. SA is about to make it's 6th total. The 5th one I know took well over a week because your waiting for 1-2 ppl to debate their half and there taking their sweet time lol.
