Tech skill is short for 'technical skill,'
Technical skill can refer to a few things

Execution- The ability to execute something at will. So, as a D3, my tech skill can be defined as my ability to execute the chain grab perfectly without fail whenever I wished. As a ZSS, my tech skill can be defined as a my ability to preform the different length glide tosses on command. As a Zelda player, my tech skill can be defined as my ability to hit the sweet spot on command. By this standard, I'd argue that either Diddy Kong, Ice Climbers, or Peach requires the most technical skill currently, as there are a slew of tricks at their disposal. As a general player, my ability to short hop and auto cancel my aerials on command defines my tech skill.

APM- Actions per minute. This is where Brawl falls a little bit short on tech skill. Its how many actions you can do per minute. For a further sight into this, see here- http://www.smashboards.com/showthread.php?t=234508
