I don't have an opinion on who should move up or down a tier.
I feel that all these characters are A tier material and no major changes are necessary.

It's really a shame that I can't do the changes I want because of these rules. I wanted Zero Suit Samus to be way higher.

You can't have any character move more than 2 spots away from their original position, so Ness can't be lower than 4th and Pika can't be lower than 3rd.

In that case:
Move Rosalina up 2, Ness down 2, and Pikachu down 2.
Rosalina to S and Ness to B.

Well that was comprehensive, Falcon and Sonic got voted heavily to move down and up respectively, it wasnt even close.

Now to B tier, S tier is next and then we are done... for now



Since Falcon moved down, and mario moved up. these characters can not be bumped into another tier. It is going to take a very unanimous vote to get anyone out of this tier.

Luigi has a very fast Nair that stop some tilt chains and minor combos, Down Throw links in almost any %, and has a 50/50 setup (you can read the DI and I believe even fast-react) to Nair or DownB that kills early.
Luigi have pretty much better options than the other guys in this tier.
I hate Luigi ( the character) ... but he's high tier material.

This may be biased of me, but I do believe Luigi is better than Mario in this game. Mario does have the cape to his advantage when facing characters with projectiles, but Luigi's fireball can also negate non fully-charged projectiles. In addition, he has an approach with great priority (Luigi Cyclone) and can plow through projectiles. Also, I believe his air attacks are a bit better than Mario's and outside of the f-smash, which Mario is better than him at doing, the smash attacks are the same. He can go toe to toe with a lot of the characters in the A tier as well. Again, fireball is a godsend for Luigi, as is the cyclone.

Guys, we cannot do Mewtwo in this list just two weeks after hes released. His votes will be all over the place. We gave these characters 6 months and some are still undefined in the meta. Two weeks is not enough time.
