+1 Toon Link - High Tier Material, he is completely displaced, has anyone ever played a good one yet? he has a backthrow similar to Ness in strength and a very good combo game seriously..
-1 Ganondorf - He is about as bad as in Brawl but got buffed through the mechanics, should still be in the Tier below
-1 Ness - He is easy to play but has some flaws that make him definitely not belong in that Tier.

Much as I love Pikachu I really feel like he sits around 10th if we gave everyone their own slot so this round I'm gonna say...

Mega Man +1 - his potential is real, he has so many utilities to play with and it's been shown that he's more than capable of being very high tier
Villager +1 - zoning ability is ridiculous, and a wide variety of moves to use in various situations, pretty much jack of all trades
Shulk +1 - I see so much potential in Shulk, his Monado Arts alone give him a whole lot of depth that if enough top players put him to use I feel he could be an absolute monster

1+ Squeaker Pit and Edgy Pit why they're below Marth is baffling despite how they not only have better tournament results but also have tools to counter all characters, Villager can zone Marth but Lyods rocket gets horizontally reflected by Pits side B for example. Better grab game,better representation,better match ups across the board,has a projectile,can reflect projectiles. These two are rock solid.

1- Everytime i see her in tournaments she loses and the player then switches to someone else. Marth is where he's at cause his tipper is fresh as hell, the fact that she gets punished easily by wacking your shield with over half her moves is plain bad. Masterhero Samurai and his clone making methods.

Nah. But even then, I don't think he's much better. Only move he has that could make any kind of difference would be his dark fists up-b, but that only helps his recovery a litle bit.
