Yes. In my honest opinion it makes sense for DLC to go with 3rd parties.Sells to the bigger demographic and as @PushDustIn said earlier its easier to get contracts for DLC than main game.I mean if you were marketing a product would you get the celebrity everyone knows to advertise it. Or the the B-/C tier celebrity that the bigger audience don't even know

While, yeah, he's an icon without a doubt, Master Chief can't just get in because Cloud did. There are other barriers.

The first is the obvious no-realistic-firearms rule. While yeah, there's lots of Halo weapons that use lasers, and even things like the energy sword, but Chief's single most iconic weapon is an assault rifle. It's not even like taking away Snake's handgun either...it's integral to the character, really.

The other, big reason is that there's a huge difference between adding in a third party character from a third party eastern company whose series (but not his game) was huge on Nintendo consoles, and adding in a character who is a first party character for a rival company who has never even had his series on a Nintendo console (which despite not being a rule, it's something to consider) from a western company who uses realistic firearms. Hell, is Halo even that big in Japan, considering that X-Box consoles aren't the hottest sellers there?

I mean I love Chief as much as the next guy, but don't act like he doesn't have a LOT more barriers than Cloud...

Cloud getting in =/= anyone can join.
