I'd imagine she will probably use some of Link's items (Particularly the ones that she notices you use during the section where she hangs out with you for a bit) from that game as well as something that involves the Seagulls and probably her Lyre that was present in some of her artworks.

Easy:

Seaguls, transforming, wind fish, water attacks, etc. Maybe even dream based stuff.

Meowth: Lack of interest to go back to previous gens and add a character from there now.
King K. Rool: DK series while selling huge, may just be a side series for Mario in Sakurai's eyes and the fact K.Rool hasn't been seen for awhile of course.
Takamaru: Too obscure according to Sakurai.
Sukapon: Gonna guess not interested and too obscure.
Paper Mario: Found Bowser Jr. ( who was a character i wanted ) and Rosalina more interesting.
Magolor/Bandana Dee: Lack of interest to add more Kirby characters and thinks we're all set with the 3 we already have.
Just a few of the characters i really wanted that i could think of on the top of my head.

Sukapon was a planned item in Melee that didn't make it in due to copyright issues.

Linebeck and Ravio are likely on the way given the DLC bundles we're getting...maybe yuga will squeeze himself in there as well, but if we're getting just one character each then Ravio will likely be it for ALBW...

I have to say though, this is actually my first time playing Hyrule Warriors (only got my Wii U last November and Hyrule Warriors is on my things to get, though I don't know if I'll bother since I have Legends which appears to be what the Wii U had and more)

but damn this game's pretty fun...so far Sheik's looking like a really fun character as well as Impa (Smash when?)...Not digging the Link's Fire Rod though...we'll see what I think of other characters as I unlock them...

Yeah I would have thought they would have probably included Malon before her instead since she's a bit more well known and popular and sort of a spiritual successor to Marin. But it's cool to know that Link's Awakening is finally getting a bit more acknowledgement and that Marin herself is finally returning after all these years (Other than her trophy in Melee that is).

Nintendo of Europe recently put out a detailed list of what kind of content was in the DLC.

The four packs are named as:

-Wind Waker Master Quest Pack
-Link's Awakening Pack
-Phantom Hourglass & Spirit Tracks Pack
-Link Between Worlds Pack

These packs will be available on Wii U too.

All of them contain Adventure Mode Maps, and My Fairy costumes (both only on 3DS). However, characters and weapons will be on both versions.

Link's Awakening Pack has one character, obviously that's Marin.
PH & ST has one character, and a weapon for Toon Link.
ALLBW Pack has two characters, and a weapon for Linkle.

I'm probably missing one or two things but that's the gist of it.

They didn't exactly confirm Linebeck or Ravio really. Just that the the next DLC packs will also include Phantom Hourglass/Spirit Tracks and A Link Between Worlds with the former getting one character and the latter getting two.

We could be getting anyone from Linebeck, Phantom Zelda, Byrne/Staven to Ravio, Hilda or Yuga etc for those packs....

Marin was obvious for a character representing Link's Awakening as she was more or less the only character with the largest role there other than Link, the owl and the WindFish, as other characters like Crazy Tracy and photographer mouse where a bit more unlikely unless they wanted to pull another Agitha or something....
