Why him over Ivan? Just curious.

Basically... A matter of going by default. In my mind Drakkon summoning Servants would be the means to get to Sigurd, wanting it to feel earned that he and Brynhildr reunite. He was always the Saber that would get summoned, but to not make things seemingly easy either first, Charlotte was the first summon done because my first thought at the time was "quick, who would be a weak and disposable Servant I could kill with no issues... Oh, I know!" and well, she was the chosen one... Not thinking she'd become as prominent as she currently is and originally had the thought of killing her off soon after.

When I decided to have a Servant of each class, I had to fill the spots, so then I remembered Charlotte was released for the game's 4th anniversary alongside one Servant of each normal class. Minus Jason who had already been summoned plus Sigurd, that meant that for the Archer, Lancer, Rider, Caster and Berserker spots I could easily fill them with the people released along Charlotte. Soooo, Paris, Gareth, Roberts, Chen Gong and Salome happened.

To be fair for Extra classes I had to do a similar thing: Few of them that weren't joke characters or alts remained

1. Shielder is Achilles because he's literally the only other character we canonically know is qualified for the class besides Galahad
2. My Ruler choices boiled down to Qin Shi Huang and Himiko and the former is much more interesting
3. For an Avenger I had no option but to have a returning character and I like Nobunaga a lot
4. Ganesha was literally the only non-alt Moon Cancer remaining
5. Koyanskaya is once again, the only option for a Beast unless I brought back Goetia which I have no plans for and she's much more shady and ruthless, plus the fact that Flowey and Chara were Beast V and Fou remains as the full Beast IV gives her an excuse to be an incomplete Beast like in canon and try hard to become one
6. Sitonai as the Alter Ego was to create angst because she's FSN Illya
7. My Foreigner options boiled down to Voyager and Clytie, and I think the latter deserves a much more in-depth thing plus Voyager makes a nice contrast to the other Foreigners here
8. Oberon is literally the only Pretender so far and I love him anyway so it would have been him regardless
