i believe more cuccoo's will join the fray and start attacking you by flying at you, just like how it went in OoT.

That's how they work in SSF2. Holding them makes you float downward just like in the games.

Not every living creature that isn't playable needs to be a Pokemon or Assist Trophy. Cuccos are much better suited as items.
