I had first watched WWE shows 7 years ago. (Christian's theme song was always my favorite.) For about a year or two, I would watch Raw and SmackDown every week. Then I lost interest. And now I don't.

And the other boxers only have slightly more. As a rule of thumb, you should be able to recognize a character just from hitboxes alone. For example, Mario would be obvious due to the way his fireballs bounce and the cape, Link has arrows and the boomerang, Pikachu has thunder... Whereas characters like King Hippo and Von Kaiser wouldn't have any identity if it weren't for their "personality" animations. They'd just be... There. That's it. No unique gimmick or remote reason to ever choose them outside of viability or just liking the character. Doesn't matter how popular the character is if it's moveset is blah.

But this is smash bros, a fighting game pretty much built on a popularity contest. Other than examples of Sakurai trolling, none of the roster would even be in the game if they were not popular characters.

No, not really. After Mario, Link, and Pikachu he can toss in whoever he wants regardless of popularity, requests, or sales. They're all mostly popular characters, yes... But it's clear that moveset comes long before popularity. Ness before Bowser or Zelda? Olimar before Jr? Jr. before K. Rool or Ridley? Or even how Shulk got in 4 because of the Monado Arts instead of Issac in Brawl with generic telekinetic powers?

But you just listed 3 characters which are hands down the most popular and iconic characters in the world right off the bat.
Also original smash was meant to have a bigger roster but had cuts due to limitation and Ridley was told where he can shove it for years by Sakurai.

And what generic telekinetic powers of Isaac? He was a swordsman with the alchemic power to manipulate the elements of earth to cause explosions, earthquakes and healing, thats pretty far from generic compared to the +stat/ -stat visionary.

Popularity comes before movesets since the character has to be popular to even get attention in the first place with only some exceptions.
