Since I don't see a Q & A thread I think it's fine to make a new post.

Where do you generally seed people who you or anyone else have no idea about? Like never played them or see them play and such.

Note: I will be using the Tio Tournament Organizer.

don't seed unknowns

if you don't know about them because you don't know about the community, then get someone else to do the seeding

how can you seed anyone about whom nobody has any knowledge?

a low/non-seed isn't a death sentence, let them prove themselves

Pretty much this, or you can seed by region.

Use Manual seeding in tio. Put the players you 100% know to be the best in the Manual list up top. Put "good but not the best" players in the Expert list, and leave unknowns in the Intermediate list. tio will give the best seeds to the players in the Manual list, then the Experts will get the next batch of "good" seeds. The Intermediates (and Beginners if you use that list too) will take up the bottom of the seed list where they belong.

i'd ask them where they'd rate themselves on a scale of 1-10. then watch them get destroyed upon massively overrating themselves
in chess, unrated players are usually assumed to be mid-low.
