Depends a lot on how you define replace. A replacement doesn't have to be immediate/before development/pre-planned. A replacement can be on-the-spot in the middle of nowhere, like switching quarterbacks mid-game in football, or opting to put only two nails into a leg on a piece of furniture instead of three while you're making that piece of furniture and originally planned to have three. "Using two nails" replaced "using three nails" as what's going to happen, because using two nails was deemed to get the job done well enough.

I view it was, in the smash bros roster, there are niches that must be filled by reps from franchises. If that niche is filled by one, but then subsequently filled by another, it was "replaced."

As I've said, you can summarize my view with the image of Sakurai sitting their saying, "Forget it, we don't need both, we can just have Lucario replace Mewtwo."

As for him "not being as far in development as they wanted him to be," do you have a citation for this, or is this just further speculation? Perhaps he and Lucario were about equal in terms of development, but they realized they could only fit one in, so they opted with Lucario only? Perhaps he was further in development than Ike, but they opted for Ike instead because Ike didn't have competition occupying his niche like Mewtwo did?

Mewtwo isn't in Brawl because he doesn't need to be, because Lucario does his job good enough. We get Lucario filling that niche instead of Mewtwo (or both.) In that sense, he was replaced.

And now that you're bring up the whole Lucario replaced Mewtwo, I'm going to throw my two cents in

- Lucario did NOT replace Mewtwo. At the time, both were planned to appear (I mean...a Mewtwo vs Lucario brawl? That's epic enough). Mario and Zelda both had a fifth character in production as well that were scrapped (Dr Mario and Toon Zelda)

-If Mewtwo really was replaced, then explain to me why Lucario and Mewtwo barely share the same moves?

I never really liked Hitmontop. I train him because he's from the Hitmon line.. But he should've been something like a "Hitmonhogan" (wrestler) or something, not another KICKER. :/

Love both Hitmonchan and Hitmonlee (and even Tyrogue!). Wonder why they stopped at those two four only... Perhaps instead of so many Eevees they could've mixed and matched several more Hitmons. :D Hitmonken? (A Kendo using Steel-Fighting), Hitmonryu (A ninjutsu expert Dark/Fighting)
etc.
