Tell me then why should I need to keep Lucas and Lucario? Or better why do you think Sakurai will cut one of the most difficult and time consuming characters that he work so hard to implement into smash and has largest fanbase in Smash community than Lucas and Lucario.

But I'll give you my reasons and tell it like it is:
Lucas - The Mother series is still popular in Japan. Shigesato Itoi has been showing up in interviews, talking about the games and wanting new players to experience the game by "republishing". That's why Earthbound was one of the first games in the .30 Nintendo Annivesary promotion on Wii U VC. Frankly, the Mother series is still relevant and hold a far more precious place in Smash Bros. than a guest such as Snake. I can explain further, but that's enough. Next.
Lucario - If you follow Pokemon at all (like seriously, FOLLOW), you'd realize that Lucario is still extremely popular in Japan. The character has been in nearly every episode of Pokemon Smash since 2007. The Pokemon has been featured in plenty of advertising and merchandising materials for the Pokemon series. It's been heavily featured in the last few episodes of the Best Wishes saga leading into next BW series. The Pokemon is also featured in the teaser for an apparent Wii U Pokemon game. And the list goes on. Again, explain to me how Snake, a 3rd party character that's frankly irrelevent to Nintendo at this point in time, should be chosen over Lucario? Makes no sense to me.
Another question- why would Nintendo go through the trouble of even LICENSING Snake or any property related to the MGS franchise? That's like free advertising for a series that will seldom show up on Nintendo's consoles. Yeah, surprising. Nintendo has to go through Konami. Shocker.
Wii had a huge install base for a new MGS title to show up on the console. But instead, Kojima and Konami still decided to bring new games to PSP with a smaller install base. Peace Walker or even a special renamed version of Portable Ops could have been ported over to Wii. That didn't happen. But that's a whole different story.
At end of the day, just because they spent so much time working on a character doesn't mean much of anything. I'm pretty sure they spent a long time creating each individual character and still, moving to Brawl, some got cut. How about that Mewtwo?
