I remember him having more silver hair. He was the guy everybody hated in MGS2 and got into PlayStation All-Stars.

I have little knowledge in MGS myself, but I believe he got very injured and had to replace most of his body.

Yeah, same here. I think the guy in Brawl as an AT lost his jaw or so, and as of Raiden from the image I posted, I assume it was his body...

Raiden got turned into a cyborg forcefully and was replaced with FULL cyborg parts with exception of his major organs. Everything but his face is mechanical so, yes, he did lose his lower jaw.
