She represents the many incredible NPCs in Zelda, but is now one that has clear moveset potential and ideas.
This chance is pretty unrealistic to me.
So now representing NPC in Zelda is a thing worth of representation? this kind of arguments amaze me, like that other "Daisy/ Waluigi could represent the Mario sports franchises" this basically is a made up factor to justify a character how otherwise has little to no chance, if I see a constant with really unlikely characters is that fans magically align the stars to make them look really likely and that these characters obviously caught Sakurai's eyes, and these kind of things bothers me because they are not real, one thing is having real evidence and another interprete a character inclusion basically with fan glasses.
If Midna a far more popular with moveset potencial and important character who also appears in Hyrule Warriors couldn't make it a NPC like Agitha stands no chance, and if they could
give Midna a shadow wolf in Hyrule Warriors it's little excuse saying
"Midna couldn't be in because Wolf Link is the same as Link" and yet not a excuse since we got Mario and Dr Mario and Link and Young Link in the past
Althought
character hierarchy is not an absolute factor for a roster slot, it's still something to consider,
Protagonist, Sidekicks, Villians,
Agitha isn't one of them in her
CANON appearance, so Zelda sidekicks like Midna and Fi and Villians like Zant and Ghirahim should come first only by hierarchy, even the
WFT is representing a NEW series so as odd as she is, she makes sense
If we analize
we already have NPC Zelda rep in Sheik and Ganondorf, maybe if you talk about minor character rep.
And sorry I don't want to antagonize you, but I would like to see real evidence and factors that actually benefits a character rather fan made factors, some of the evidence you have mentioned is made up on your own hopes, like yesterday with the "Agitha is more memorable than Impa" despite being a subquest on one game.
I would discuss this on the Agitha thread but when fans are confronted about their character, one person could end up as an obvious troll to the others or that I am bashing her which I am not doing. (If my favorite character stands no chance I would accept it rather than find hypotetical arguments to make it look more likely, that is part of being objective, which I always try to be in an intelligent discussion)

Chance: 0% pretty much I have said everything above
Want: 20% ok after my apparent dislike for the character I give her a 20% want? well for me she is not happening, she needs to stick much more to the series and have bigger roles, I would say that Impa, Tingle and even Epona will happen before her, BUT I see potencial in her and her moveset, so if be some miracle I am mistaken about her in Smash, I would glady acept her.

That said, the Glee Club guys are hands down the most iconic/memorable characters in Rhythm Heaven, so I would be shocked if it was anyone(s) else.
