1. Because not giving the bottom tier chars, though fully understandable, is not done.
2. Because falcon is popular, and alot of people main their favorite character regardless of his/her tier position.
But everyone knows falcon isnt tourny viable.

You dont seem to be able to accept common knowledge about a video game character.
The common knowledge is that he's third worst. (Though the tier list says third worst, it will soon say that falcon is second worst, as he just is. The SBR just needs to look more in-depth to the bottom tier chars, and they'll come to the conclusion that its link>falcon>ganon, too.)
And that DOES mean he isnt tourny viable, and never will be.
Get your facts straight.
Saying falcon is a better character than jigglypuff makes you a scrub.

overrating your main is something people do who should stay out of MU discussions, but don't.
In other words, scrubs.
And if you are seriously thinking about countering this with something along the line of me underrating falcon, then please, save yourself the 15 seconds.

There's nothing to underrate. Not even one thing.
You cant underrate something that's as bad as it gets.
And yes, falcons moveset is the worst in the game.
He's only 'third' (*kough*second*kough*) worst because of his ground/aerial speed/mobillity and his 'ok' recovery.

his aerial speed + weight to live longer lets him air camp pretty effectivly though

No, puffs moveset is far better than falcon's, due to lingering hitboxes, reach and 10% damage dealing throws.
The only moveset almost as bad as falcon's is ganon's. As link has projectiles, his moveset is already better, let alone his reach etc.
And yes, falcon's Uair is probably all he has going for him, which, in comparison, is nothing.
(And I, indeed, forgot to add falcon's weight which makes him live (slightly) longer to the list why he isnt the worst character while ahving the worst moveset. So thanks for adding that, P3.)
falcons throws may not deal that damage, but they put the enemy in very good positions for you
puffs only good moves are really fair/bair/nair, her ground game is horrid, her jumps are what makes her good, i dont consider those moveset

No. Jiggly's airgame is good. And her throws damage is inescapable when she grabs you, falcons follow ups are all escapable and require baiting/mindgames/beeing better than your opponent, all of which do not contribute to the characters tier position and MU's.
And falcon's lingering moves suck. Jiggly's don't (pound).
And overrating falcon is scrubbish.
