I've convinced my dad to start playing melee and he wants to know whether falcon or sheik is better if he doesn't learn the techy stuff (wding, lcancel, etc.) If it makes a difference, he uses the stick to jump, so that might hinder short hopping.

When someone asks a question that is contradicted by self claimed facts, thats when you indirectly answer the question.
his father wants to be good at the game but not have tech skill. I figure he wants to be good because he is indecisive about how good characters are, right?
But if he cares about winning and how good characters are then he should worry about technical skills.
He can't purely and solely rely on how good characters are if he doesnt want to put the effort to actually be good with them.

If you're going to play competitively, you gotta learn how to l-cancel. If you're not playing competitively, does it really matter who's the best character?

To answer your question though, Falcon is pretty worthless without l-canceling
