My friend and I were fooling around on WiFi, not doing much in particular, when this came up. Both of us being Olimar players, we thought that it was just a really odd Desync. However, showing slow motion we noticed that I was actually charging the Pikmin for an Fsmash. Why I couldn't remember this for myself, I have no idea.

But apparently charging Pikmin still perform their attack if they're swatted away. Is it just a glitch concerning Lucas since he's got such weird abilities around him (zap jump, magnet pull, etc)? Or is this something that can actually happen with any attack that falls short?

Didn't get hit. Only the Pikmin did.
