Bravo to you, Zook, for bringing the tier list here. I was searching for it!

Also, I think that Articuno is around NU because of the TM-ication of Rock Slide.
Let us not forget the widespred use of Stelath Rocks, a new, more powerful Rock move (SE, any one?) and the bird's generally poor movepool.

In the Air, Using Up b as an offensive move
Articuno has a generally Defensive movepool/Stat distribution, but considering its one of the worst defensive types in the game, the only thing its really made to do, it cant. Even non-Stab stone edge is going to ruin the thing and even NU pokemon wouldn't have much trouble from it with stealth rocks up. In comparison, Moltres, the OTHER defensive Legendary Bird, has the added bonus of resisting Fire and Fighting, two extremely common moves in the OU metagame and has access to Will-o-Wisp to weaken powerful Stone Edges to non-OHKO levels.

What was the point of posting a out of date tier list? Even if it was accurate I don't see the point.

I'd like to ask with Gardevoir is BL, she has a very very diverse move pool. Might be the lack of Ice bean and Flamethrower, but with Signal beam now, Thats a really good move.

Maybe "literally" OU, but at most I see them being BL. Not much has changed except their stats and I don't even think that stat chnage is enough to make much of a difference. Spiritomb has a better typing than Forme Rotom so...

Having them in BL does not make a difference and that is decided upon usage statistics.
I, myself, have never used the Rotom forms so I have no experience using them.
But I have seen them , wash or heat, on almost every team, along with Kingdra, Heatran, Skymin, and Scizor.

Skymin is a scary sight when the hax starts to kick in, but it is very easy to handle if you have the right Pokemon. The Subseed set seems to be the most effective and used, it pretty much destroys Blissey, Snorlax, Milotic, and Vaporeon.
