I already have a Porygon-Z, but it's on my main team, so I'm not willing to trade it for a simple legendary.

BUT, what I do have is a level 1 modest Porygon with untouched EVs and the pokerus virus.

I can guarantee that this Porygon, as a Porygon-Z, at level 100, if EV-trained properly, has the potential to have a special attack of 405. I had a second one, with the exact same EVs, which I used to EV-train one of my own.
