We only have one game for cut characters. We could even say the characters they cut have always been one-time deals.

My hype for Charizard isn't too great either and like I told FZ with the announcement of Greninja it makes it all the more unlikely that I'll be able to main Klefki in Smash 4.

I'm afraid you're mistaken, it was created so that Marill could learn Play Rough. Everything else came afterwards.

If you can jump out of shine and then hit down+a or the cstick down, you can play Falco.

Unless we're talking about playing characters well. Then maybe this is somewhat insufficient (you'd also have to be able to grab out of shine).
