I've never considered the word bad per say, but it relies heavily on who you say it to.
A few of my friends who are black call me that sometimes, but it's cuz we're friends. I, myself, don't say it, but that's me. I see that it's only used if you actually know the person and I seen that color does play a factor sometimes, even with friends.

But it can be taken very offensively when some random person says it just to insult. In the case that was described, it was very offensive and racist to say and that was just messed up.

~yeah context is key. Also ****ah and ****er have a difference when it comes to aquaintances. Im use to some friends using ****ah in a "social" manner, but if they call me ****ER then they are getting slapped. On the other hand if that mountain dude used -AH instead of -ER it would hardly be a difference.
