Not just for the ballot, but in general character selection information.

He was added because there was high demand for his inclusion on places like “Smash Bros. Dojo!!”, and he’s a popular character. Of course, if he didn’t have that backing him, I don’t think I could have put him in. Among the characters with high popularity, I chose one who had a high possibility of becoming realized in the game, and as a result you could say Wolf was created.

Emphasis obviously mine.

Places like = general popularity does matter and is taken into consideration. Not just the ballot.

2nd part is self explanatory. The character needs to work in the game (within the limitations of the overall design), and have a viable moveset.

Popular = people know them
Demanded = people want them

Ryu was both. Sakurai doesn't say "They were popular and/ or demanded". It's popular and demand. I think the quote reinforces my point.

I think it's mostly 2 with a bit of 1 and maybe a hint of 3. I think we overestimate the size of the vocal hardcore community (as Chris Pranger an actual (former) Nintendo employee said on the podcast). And I know no one really wants to hear it, but it's the truth. Smash Bros is a huge series and a lot of people play it. We are but a small part of the larger picture.

In the GDC talk (after Brawl) Sakurai even says something like 'it looks like a hadouken. Let me make it clear that there are no Street Fighter characters in Smash'

It's not like Street Fighter and Smash is a thought that never crossed Sakurai's mind.

People requesting Ryu isn't that farfetched. He's a very iconic character and appears in a ton of cross over games. Ryu doesn't show up in the If There Were a Smash 2 poll, but I can see him being requested on a constant basis from Melee exit polls through the Smash 4 dlc.
