Rouge is actually a government agent with a eye on jewels(especially Knuckles'). They're fairly different in many ways. Only similarity is they have no issues stealing things.

@Mikegamer0608 haven't read too much on costume reaction (fake leak busting) but the thread I saw was essentially the same reaction as here but in Japanese. Lots of complaints about not being about to use Miis online, and many people really want Sakurai to say clearly if a character will become a fighter a not. Some have taken it to mean that those characters aren't joining the battle. One or two people posted saying they expect an Ice Climber costume now.
