Eliwood becomes much better after promoting, and as someone who had all 3 Lords promote at level 20, Eliwood was the most disappointing

I don't disagree, Eliwood had middle child syndrome in a way, he's between the two in stats and that kind of left him underwhelming between them since one will always be faster while the other will be a good tank. I just think that he has his good merits as a unit himself, even if it's not to the same extent as the other two.

Plus, he gets a cool horse, and as Sigurd, Seliph and the twins shown, that's always awesome.

I suppose considering modders need to downgrade the assets from Smash for Wii U in order to get them to work in Brawl since Brawl can't handle most of the stuff designed for Smash for Wii U due to more powerful hardware and all, that may say: "Take out the life of them" in order to get them to work there.

See I was just fighting one in For Glory as Lucas. The very Start of her Up B hit me at 70% mid way in the air and it killed me.
That to me is broken as all hell. Not to mention the End of Her B Explodes too so it's a pain to deal with both start an finish.
But I Stage Spiked the guy with my down smash so I felt pretty Bad-ass when I did it.

I want Metroid and Zelda buffed mainly. A Shulk buff would be nice, but I honestly think he's too slept on right now anyways, so he might not need it. If he would get one I'd give him a faster Nair and Fair.

You forgot . Sure, the Monado art give him some neat options, but his frame data is so terrible that it doesn't really matter.
