We've gotten this odd notion in our heads that tomboys have to be "men in women's bodies" or something.

Her attitude? She's pretty brash and confident.
He interests? Sports? I thought that was gender neutral at this point, but it's traditionally manly.
Appearance? Well... She is a girl and appearance doesn't matter. So a feminine body doesn't mean anything.
Dress? It's a dress yeah. But she jumps at the chance to wear shorts. Regardless, she is royalty. She may wear it for her people.
Her flower power? I thought that was a pun of her name. Nothing more, but even then flowers have a history of girlishness I suppose.
Regardless, you're implying that her wearing dresses and liking flowers somehow overrides her other qualities. I don't like that.
