Tamora Jean Calhoun
Wreck-It-Ralph
Loosely based off of Samus Aran, Calhoun is a tragic character who lost her fiancee during an alien attack. She morphed into this hardened, mentally scarred warrior who ends up learning how to love again through Fix-It Felix. She's got a great arc, and she is quite fun to watch. She even gets some comedic airtime in the sequel! However, since she is barely present in Ralph Breaks the Internet, she just barely missed the cut. She's probably rank #101 within the Honorable Mentions, even though the HMs are overall unranked.
Shirley Fenette
Code Geass
Shirley gets way too much hate. Out of Lelouch's three main love interests (C.C., Shirley, and Kallen), Shirley gets the most hate by far, from what I've seen online. And, I never understood that. Shirley, in my opinion, is one of the most flawed yet one of the most relatable characters in Code Geass at the same time. She's naive to Lelouch's plans and schemes, yet continues to stay undyingly loyal to him. She gets mixed up in things she shouldn't, but always strives to do the right thing and is one of the kindest characters in the series. When she ends up being killed, Lelouch goes OFF THE WALLS, and his downfall into insanity truly begins. Thankfully, he bounces back and gives a heroic sacrifice at the show finale...but even with that, his character wouldn't be the same without Shirley. And, Shirley is likable in herself. I never got the hate, unless C.C. is just THAT popular.
Spike Speigel
Cowboy Bebop
This was one of the hardest cuts to make, because he's become such a cultural icon. However, I don't relate to him as much as the characters that made the top 100. Even if we extended the list ever so slightly, even by 5 ranks...he DEFINITELY would've made it on here, I'm certain of it. Dude is the epitome of cool, and his final fight and victory over the show's villain (Vicious) is one of the greatest anime scenes of all time.
Soul Evans
Soul Eater
Death the Kid is great and all, but Soul has been my favorite Soul Eater character for a while. He's very cool (which is his most key trait), but he's also somewhat deep as a character. He starts out the show as being a big-time slacker, with Maka carrying the duo during battle and training. However, when Ashura begins to take over the land with his madness, SOUL ends up being the one who keeps Maka grounded, while Maka is more vulnerable to going crazy. The role reversal that happens in the 2nd half of the series is excellent, and with Soul quite literally fighting his inner demons...he ends up being my favorite character from Soul Eater.

But yeah, Kid is...great, actually. He's quirky and likable, but I don't have a connection with him like I do with characters that made the top 100.
Gaara
Naruto
Gaara's got a LEGENDARY character. I would say he's the most well-developed character out of the "non-mains" in part 1 of Naruto. Only reason why he didn't make the top 100 is because he's under the radar in part 2/Shippuden.
Mario
Super Mario
So...Mario's been one of my favorite video game characters for a LONG TIME. I fell in love with Mario when I was 5, and I still thoroughly enjoy his games (and him in Smash Bros) to this day. However...he doesn't make the list because his personality is bare bones. Yes, he's not AS plain, boring vanilla as Link (mainly because Mario actually has emotions). But, Mario's personality just isn't something that does it for me. Luigi has a better personality and would have made the list as well, but other video game characters have better personalities. Also, I don't like playing as Luigi at all unless it's in Mario Kart.
Lucas
Earthbound/Mother
Lucas is a GREAT video game character. Tragic backstory; along with starting out as a timid, shy boy, makes him out to be a very sympathetic character. However, he builds courage over time and becomes a very strong person. He's got good character development, and I would definitely put him in the top 100...but I simply like other characters more.
Falco Lombardi
Star Fox
Similar to Lucas, I LOVE Falco. He's got an amazingly boisterous, fun-loving, slightly cocky personality that makes him entertaining to play in games AND to watch in any cutscenes that happen within Star Fox. However, I think other characters are just better, or I simply like other characters more.
Lucio Santos
Overwatch
Extremely likable character (and my overwatch main as well) but other characters are more likable or relatable to me. I will say though; his personality is definitely infectious.
