You forgot one thing.
Dorcas may have the best neutral attack, but he can not get natures.

Does it really matter when A. 41 is a ****ton of attack and B. it guarantees you won't get bad IVs?

41 is a lot.
If he gets a +16 weapon, he will have 57 attack.
57 attack is not the best attack, but still really good.
