By my current calculation, a Smash 4 Switch port seems quickly on the horizon but too far out to be covered by the January presentation. At my current guesstimation, I would place it at Q1 2018, although with very little evidence as to an actual time frame it could easily shift forwards or backwards. Discussion at E3 seems likely enough.
With the amount of time being given to it and the fact that the Ballot was at least kept in mind for it, it's entirely likely it will contain new content according to my analysis. At worst case scenario, it's a very low number of new characters with 3DS/Wii U content combined due to the combined nature of the Switch defeating the purpose of the split. Better scenarios involve more stages and more characters.
At latest development started last summer due to Namco being an outside company. Since it was potentially kept in mind as early as Spring 2015, however, it's possible work was started earlier with target specs.
