Japan is really lax on sexual stuff and even on what we consider minors(reminder that their age of consent is 13) and very rigid on violence while the west(and specially the US) is the exact opposite.
Compare a north american game to a japanese one and you'll see it.
Localisation just adapts a game to not get weird looks from the general audience, why do you think people think anime is weird?
People just need to stop whining about every change that is made in a game

Effie is a more soft spoken character that wants to feel pretty while being strong in Japan. The voice and localization however makes her into a literal workout addict that you would see in Planet Fitness.
