SF1 doesn't have a lot to choose from, and all the characters that came back are technically Alpha/SF2 characters at this point.
Retsu and Geki are ones that have a fanbase but Vega is pretty much Geki and if they ever felt like adding ninjas there's Ibuki and Guy to choose from. The rest of the characters were either scrapped completely or retooled.
EX has licencing issues and Capcom doesn't seem fond of the games either.

A console with Ocarina of Time, Super Mario 64, Smash Bros., Banjo-Kazooie, GoldenEye, Mega Man Legends, Majora's Mask, and Pokemon Stadium 1/2 cannot be described as having a "mediocre library" anyways.

I mean, why did I think a Ivysaur could stand against a Grass/Flying Pokemon with Acrobatics?
But the RNG Goddess was at my side and made Ramos' Gogoat miss Take Down two times in a row, enough for Push to heal himself with Roost and sweep their asses with Fly
Oh, and also, Swamp evolved

So I decide to do a little bit of a write-up on what an arcade-esque version of Smash 4 would look like, so I'd like to hear your thoughts if you decide to read it 
One of the first things that comes to mind is that game being an 8 button fighting game. On an arcade cabinet/ Arcade stick this is simple enough, but if this were to get ported to the Wii U or the NX at some point, then that could cause some complication, depending on the controller.
The control scheme would be similar to Rising Thunder. 4 buttons are dedicated to specials and supers, while the other 4 are dedicated to Light, Medium, Heavy and Launcher attacks (similar to Marvel vs Capcom 3).
For controllers, most would be suited to play with this setup, except the Nunchuck + Wiimote combination and the Gamecube controller. Although this can be aleviated by using the D-Pad and the C-stick for both respective controllers.
Now, since Smash 4 is a fighting game based on two buttons, this could pose a problem with some characters, but for simplicity's sake, I'm going to use Ganondorf as an example of what his moveset would look like in the theoretical game.
Light - Melee Ganon Jab
Medium - Melee Ganon Jab, but strikes with the other hand
Heavy - Smash 4 Ganon's Jab
Launcher - Up Smash
Special 1 - Warlock Punch
Special 2 - Flame Choke
Special 3 - Dark Dive
Special 4/ Super - Beast Ganon
Now aerials is kinda where things get a bit tricky since all but one may only but useful in a 2D fighting game
Aerial Light - Nair/ First hit of Nair
Aerial Medium - Bair/ Second hit of Nair

Yep, two are still best friends. Sakurai attended the MGS 25th anniversary event at E3, and Kojima is approving of Snake in Smash 4, as he's retweeted a couple tweets about Snake in Smash (One being a fan-made amiibo).The only Hector I want in Smash.
