Awesome: BWD - Really want a Kirby character Indifferent: Rex and Astral Chain protag - Not necessarily dying to get either, but I wouldn't mind seeing them in Smash. Legendary: Zacian - It's literally a Legendary. Salty: Byleth - Let's just go with Byleth because almost every other character would fall in "indifferent". Best Pick: BotW character - I'd hate to see such an awesome game not get a character.
I was thinking about when FP2 was finalized, and this is what I came up with. Note that I originally posted this in the Reimu thread so the info included/discussion is slightly from that perspective.
I've been thinking about if Reimu is in FP2, when would ZUN be asked for permission? We know the FP2 lineup was finalized by the Byleth presentation and not much else. So I thought creating a timeline would shed some light on this. I also tried to put some dates for Doujin Rumor events to hopefully get a fresh perspective on that too.
March: ZUN interview and mentions interest in smash; Joker is all but done, Hero and Banjo work is in earnest, Terry starts development
April: Joker is released; doujin rumor made public. preempts a soft confirmation of a switch AoCF port and suggests circles are working on music for smash
May: Not too much iirc
June: E3, Hero and Banjo revealed; This is around the earliest I could see FP2 line up decided July: Hero is released, work on Byleth begins
August: iirc the doujin rumor gets an update, but I can't remember how; also iirc, a demo for the AoCF PS4 port is shown off
September: Banjo is released, work on CP6 begins (?); Terry is revealed
October: ZUN interview is released to the public
November: Terry is released, work on CP 7 begins (?); Byleth reveal recorded, some time before that the FP2 line up is finalized
btw, the reason I selected June as the earliest time for FP2 finalization is: 1. any earlier would be premature, as Nintendo would want to ensure high sales for FP1 before comiting to future plans, and two big characters in Hero and Banjo would likely spike sales; 2. an opportunity to directly talk with other companies at E3
IIRC, the way ZUN talked about Reimu in the March interview implied not only that Reimu wasn't in Smash at that time, but ZUN felt that Touhou needed to grow in some intangible way, maybe popularity or notoriety or something. But from the time table that doesn't leave a lot of time for growth, with a generous window of ~3-8 months.
We know from a Sakurai tweet in December of 2018 that for FP1 they worked on 3 chars at a time. This is probably true at least thru to the release of Banjo, as Banjo, Terry, and Byleth were all being worked on. Now, if we assume peak efficiency is maintained, that implies work on CP6 began around Banjo's release, and if that's true then the FP2 line up must have been finalized by the end of August. Referring back to the March interview, that gives ~5 months for Reimu to be considered, possibly less. However, we also know going from FP1 to FP2 the smash team will be scaled back a bit (I've seen this floating around, I think it originates from the press release but best check PushDustin to be sure). Plus we know the release schedule will likely be slower, since they anticipate releasing 6 characters over 2 years as opposed to the one for PP + FP1. Putting that together, they might not only be taking more time to work on characters but working on fewer at a time. Given this, the optimal start date for CP6's development is pushed back to Terry's release, and concurrently the finalization of FP2 to the start of November. This gives a more generous maximum of ~8 months, but in either scenario FP2 was likely finalized well ahead of the start of CP6's development.
As for the Doujin rumor, from what I can tell, within a month ZUN would have gone from publicly saying Reimu hasn't made it to Smash to circles beginning work on remixes for Smash. This cast further doubt on it's validity. Personally, I've begun to think the Doujin rumor was an inside joke taken out of context: something like, "oh yeah, I've started working on that smash remix (lol)"
tl;dr, if characters are in FP2 are made at the same pace as FP1, we can expect development on CP6 to have started around Banjo's release, but if development is slowing down CP6 was likely first worked on closer to Terry's release. In either case, the lineup for FP2 would have to be finalized decently well before then.
I know Sakurai said asking on Twitter is futile, but if fan support were to have any impact, it would have to be before FP2 was decided upon. Any input since could only impact dlc beyond FP2, assuming that happens at all and if it will that it hasn't been decided upon already.

I was thinking, maybe Sakurai intentionally added Spirits from games that were getting a character in the second pass because he knew people would connect the dots after Byleth. It wouldn't take a genius to realize that Astral Chain and SwSh were probably getting characters if there weren't any Spirits, so maybe he asked his team to whip up a few to make them less conspicuous.
Just my tinfoil hat theory of the day. Depending on how easy it is to add Spirits, I could see this being the case. It might help explain why Astral Chain Spirits randomly showed up right before the reveal.

Awesome: I have never touched a Tekken game ever. But holy **** would Heihachi be insanely cool.
Neutral: I can't say Doom Slayer or Dante appeal to me that much, but I'd be fine with them.
Legend: Crash was and is quickly going back to being an icon of the PlayStation, who was one of the biggest reasons why Sony started to get a leg up on Sony. I think he's more than earned this spot.
Salty: Cinderace will get under my skin. It's a starter, a Fire type, and from games that will inevitably make the Smash fandom even worse, on top of being another Pokémon.

My personal wishlist would look like this (not chronologic). May not be realistic or make much sense but then again, its just a wishlist.
1. Reimu (or Marisa):
No surprise here. Touhou is my favorite franchise. Both of them check pretty much every mark of a fitting character for Smash and their licence is as easy to get as it can be.
2. Master Chief:
I like the Chief and would be interested what they make of him. It won't be a mindblowing reveal like Snake was but still, Chief in Smash would be hella hype.
Back in the day, I was a pretty big Halo fan. I spend countless hours back in 2001 with the first Halo, alone and with friends and have, til now, gotten every mainline Halo game on release. My love for the series has faded with Halo 4 and 5 being subpar, but I still come back to the original trilogy now then. Really glad that the MCC is finally coming to PC.
3. The Chosen Undead:
"The Chosen Undead would be the Dark Souls of Smash characters" I love Dark Souls. Unlike Halo, the newer Dark Souls games are still held in high regard by me, even if DS2 is a bit weird in many areas, I still like it. Chosen Undead has a lot of potential for a unique moveset and a lof of fantastic looking armors to choose from, if Nintendo is willing to spend the resources.
I know that many would prefer Solair but that would limit the moveset to a faith build whereas the chosen undead could have Solairs armor as a alternative outfit.
4. Monster Hunter:
Lots of possible weapons and armors and another character with a potential unique moveset. We already got Rathalos but no one of the current cast know how to properly farm him. That has to change.
5. Squall:
Yes, that emo dude from the Final Fantasy game that not many tend to like. I like it however. It was one of the two Final Fantasy games I grew up with (the other being 10) and really liked the soundtrack and the characters. I'm afraid that Squall would be another JRPG swordie but unlike the others, he would have the coolest sword of them all. Gunblades are awesome, no matter how many people call them stupid.
6. Zero (Megaman X)
Yes, Assist-Trophy upgrades are impossible until they happen. Still, Zero is pretty cool. He got his own games and would be a nifty representative of the other, very popular Mega Man series.

I'm gonna skip on spirit upgrades cause I'd only put 1 spirit in Salt Inducing anyways.
Awesome but never played the game: Travis. I never played any of the games, but goddamn those NMH 3 trailers are hype as'f
2 Indifferent: 2B and Reimu. I don't really got any feelings towards them as fighters (although Reimu bringing a bullet hell stage full of stage hazards sounds like a great idea)
Legendary: York. Deadly Premonition does a lot of things wrong yet does enough things right to have a cult following behind the series, so to see a franchise as bizarre as this get recognized in Smash would be incredible.
Salt Inducing: Joel from The Last of Us cause while I really liked the game it is not made for something like Smash at all.
Justifiable Pick: a Dynasty Warriors rep. If that franchise is in Smash, I'd main whoever reps the series in a heartbeat no matter how good or bad their moveset could be.

Sakurai will reveal them in order while counting them in binary, so that it can be an actual middle finger pass.
1-Toon Ganondorf (from Windwaker) - semiclone of Ganondorf, the sword moves are replaced with a double hit similar to some Pit's attacks (2 swords).
2-Dynablade (from Kirby Superstar) - Moves are ripped from Ridley when possible; only spirits and songs from Sakurai games are added.
3-Another Fire Emblem character who plays similar to an existing one, but this time not Marth... maybe a Robin clone.
4-A character from a free to play/pay to win game with little substance and a lot of grinding, possibly a phone game. Maybe a "clash of" game.
5-Infinite or Zavok from Sonic.
6-Paco from Brawlout, with the exact same moveset as in the original game + the missing moves made up as generic as possible.

Awesome but haven't played their game: 2B (still in the backlog for now...) I did want her for SoulCalibur VI ironically enough though even though I haven't played NieR: Automata past the demo.
Indifferent 1: Heihachi or any Tekken character.

LEGENDARY: Dante or Master Chief.
Salty: Crash or anyone from the scumbags that is Activision Blizzard. AKA Tracer. Unpopular opinion but Crash is not my cup of tea. I'd instantly make Crash my punching bag if they were playable. Aymr would be waiting to cleave that bandicoot's head off if you ask me.
Justifies the entire Pass: Phoenix Wright.
I will say this. It will be kind of sad if FE ends up being the only Nintendo franchise to get a new character and stage via paid DLC. But at this point I don't know if there will be another one. It seems like the only way a Nintendo character can get in as DLC is if they're promoting a new game. I wonder if the Breath of the Wild sequel will bring a new character? There are important dates to get a good time frame of things. Three Houses got a full reveal trailer at E3 2018, meaning it was in a somewhat playable form at the time. And it looks like Nintendo/Sakurai didn't start discussions of DLC until near of Smash Ultimate's development.
So I assume the game needs to have been announced a few months before DLC is picked and needs to be developed far enough that it is playable in some shape or form... So what do we got?
I will say this. It will be kind of sad if FE ends up being the only Nintendo franchise to get a new character and stage via paid DLC. But at this point I don't know if there will be another one. It seems like the only way a Nintendo character can get in as DLC is if they're promoting a new game. I wonder if the Breath of the Wild sequel will bring a new character? There are important dates to get a good time frame of things. Three Houses got a full reveal trailer at E3 2018, meaning it was in a somewhat playable form at the time. And it looks like Nintendo/Sakurai didn't start discussions of DLC until near of Smash Ultimate's development.
So I assume the game needs to have been announced a few months before DLC is picked and needs to be developed far enough that it is playable in some shape or form... So what do we got?
Dragalia Lost could be a new IP Nintendo could promote and wouldn't mind honouring since it's their first IP to originate outside of their own platforms (smartphones), or we could also go with Ring Fit Adventure if they figured that if it's successful enough to warrant being playable without too much overlap from Wii Fit Trainer.

4. Morshu (Only music track is Scatman, you will have to mail your actual money to Sakurai himself to pay for Morshu because he doesn't take credit, which is kinda annoying)
5. The Game Guy (it's literally just the green square from Adventure on the Atari 2600. that's it)
6. Jonesy Fortnite (Much like morshu, also has an unusual payment method in the form of V-bucks. One of his taunts is just the default dance in its entirety with total invincibility)

Cool but never played: Master Chief. I own the MC Collection but haven't booted it up so it counts
Pretty cool 1: 2B, she looks cool though I've yet to play her game
Pretty cool 2: Hyde from UNIST. Hyde is pretty eh because of how cool the UNIST cast can be without him
**** yeah: Miriam Bloodstained. An indie, sure, but at the same time, a character with her developer background would be inspiring, "**** ****ty companies holding you down, you don't need them and can still make it big!" Especially due to the growing issues of the gaming industry as seen with crunch becoming normalized

I kind of want to see Garbodor get added to the roster. It’d be a funny surprise character, it would probably have a unique play style and moveset, it would give us a gen 5 Pokémon, it has the gigantamax that could be represented in his final Smash, it would be amusing to see people get salty over a literal pile of trash, and the memes would surely be great.
You could even say the character is a perfect addition as it is emblematic of the Smash Bros fan base.
