The more simple answer:
He didn't have her, so he made things opposite.

I can't really see Rainbow Dash winning this one unless her friends help her out. Rainbow mostly just has speed on her side; physical strength is not her strong suit. And even then, Starscream can travel almost three times faster than Dash in F-15 Eagle mode. As far as raw abilities go, Starscream has Rainbow Dash beat in every category.
Rainbow's only real strength over Starscream is the fact that where Starscream is a coward and a traitor who is loathed by his superiors, and resented by his peers, Rainbow Dash is brave and loyal, and has friends who love her, and would help her out. If the two combatants were allowed to enlist the aid of their compatriots, Megatron would help the mane 6 turn Starscream into scrap (partly because he and Pinkie Pie are old chorus buddies from high school, and partly because he just hates Starscream), and no one would try to stop them.
