It's a festival event we had for the user SirSigma.
As for the Pinkie thing, The user who had it as their avatar has it for a png, while I turned mine into a .gif for some reason when I edited it to be transparent.

The votes so far is picture 7 with 3 votes but... 2 of them having her plot while 1 is for her head...
While the Sigma and the blue Sketch Pinkie is tied for 2.

Am I the only one who thinks the muffins could actually just be smaller in size as ponies are proportionally smaller than us humans so therefore, the muffins would actually be scaled to a pony size. Not to mention, due to the ponies being smaller and having an equal eye size to horses, their eyes would in fact normally look bigger than expected, much like how babies are born with eyes that seem too proportionally large.
